After starring at Washington High School, he attended Florida State University, where he developed under coach Bobby Bowden's program and earned All-American honors as a versatile defensive back and linebacker. The Tampa Bay Buccaneers selected Brooks with the 28th overall pick in the 1995 NFL Draft, beginning a legendary 14-season career spent entirely with one franchise. Brooks quickly established himself as the anchor of Tampa Bay's defense, combining exceptional speed with superior football intelligence to revolutionize the weak-side linebacker position. That season, he recorded 87 tackles, five interceptions, and two defensive touchdowns, including a crucial 44-yard interception return for a touchdown in Super Bowl XXXVII against the Oakland Raiders.
